- In a skillet over medium heat, add the lean ground beef and cook for about 5–7 minutes, stirring occasionally until it’s well-browned and cooked through. Incorporate soy sauce and hoisin sauce.
- Next, toss in the shredded carrots and chopped bell peppers into the skillet. Stir-fry for about 2 minutes until tender but still crisp.
- Fill a large shallow dish with warm water and dip one rice paper wrapper in for a few seconds until it’s pliable. Let excess water drip off.
- Lay the softened rice paper wrapper on a clean surface. Place 2-3 fresh basil leaves in the center, then a spoonful of the beef mixture.
- Fold the sides of the wrapper over the filling, then tuck the bottom edge up and roll tightly away from you.
- Once all the rolls are assembled, serve them immediately with a dipping sauce like sweet chili or peanut sauce.
