- Preheat your oven to 350°F (175°C). Line a 9x13-inch baking dish with parchment paper.
- In a large skillet, heat a tablespoon of olive oil over medium heat. Sauté diced red bell pepper and chopped red onion for about 5 minutes.
- Stir in minced garlic and cook for another 1-2 minutes until fragrant. Remove from heat and let cool slightly.
- In a large mixing bowl, combine ground beef, Italian-style breadcrumbs, Parmesan cheese, beaten egg, and tomato paste. Mix in the cooled sautéed vegetables, salt, pepper, and parsley.
- Pat the mixture into an 8'x15' rectangle on the prepared parchment paper.
- Layer deli ham, fresh basil, and shredded mozzarella cheese over the meat rectangle.
- Gently roll the meat mixture into a log shape, pinching the edges to seal.
- Transfer the rolled meatloaf, seam side down, to the lined baking dish. Bake for about 1 hour until the internal temperature reaches 160°F.
