- In a medium saucepan, combine whole milk and granulated sugar over low heat. Stir gently until the sugar is completely dissolved, about 5 minutes.
- In a small bowl, take a portion of the warm milk mixture and add pandan powder. Whisk until smooth and incorporated.
- Soak the gelatin sheets in a bowl of cold water for 5 to 10 minutes. Squeeze out excess water before use.
- Return the milk mixture to the stovetop and heat gently to around 50°C (122°F). Do not let it boil.
- Add softened gelatin sheets to the warm milk mixture, stirring constantly until fully dissolved.
- Gently fold in coconut milk and heavy cream until fully combined.
- Strain the mixture through a fine mesh sieve into molds.
- Refrigerate the panna cotta molds for at least 4 hours, or until set.
- Once set, un-mold and garnish with shredded coconut or pandan leaves.
