Steps
  1. Begin by placing your thinly sliced skirt steak in a bowl and generously sprinkle with cornstarch. Toss the beef to ensure an even coating, letting it rest for about 10 minutes.
  2. In a large saucepan, heat a tablespoon of vegetable oil over medium heat until shimmering. Add the finely chopped onion and sauté for about 2 minutes until translucent and fragrant.
  3. Next, introduce the julienned carrots to the pan with the onions, sautéing for an additional 3-4 minutes until just tender.
  4. Stir in the minced garlic, freshly grated ginger, and optional dried red chili flakes, cooking for another 1-2 minutes.
  5. Add the light soy sauce, vinegar, sesame oil, black pepper, and brown sugar to the pan. Whisk together and let it simmer for about 2-3 minutes until the sauce thickens slightly.
  6. In a separate deep skillet, heat additional vegetable oil to 350°F. Shake off excess cornstarch from the beef and fry in batches for 3-4 minutes until golden brown and crispy.
  7. Finally, toss the crispy beef in the garlic-ginger sauce until well coated. Serve immediately over rice or noodles, garnished with sesame seeds and sliced green onions.
